Primary Purpose

 

Supervise the accounting and budget functions of the district. Responsibilities to include preparation of district budgets, maintenance of district capital assets inventory, grant accounting and reporting, and activity fund accounting. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

 

Qualifications

 

Education/Certification/Licensure

Bachelor’s degree in accounting from an accredited college or university

 

Special Knowledge/Skills

Effective communication and interpersonal skills

Knowledge of school finance, budgeting, accounting systems, and economics

Knowledge of the TEA FASRG

Working knowledge of financial applications

Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing

Ability to interpret policy, procedures, and data

Interpretive and reasoning skills

 

Experience

Minimum of 5 successful years of experience in accounting or auditing

School district accounting experience preferred

                     

Major Responsibilities and Duties

 

  1. Supervise and manage the accounting functions of the district.
  2. Supervise the Activity Fund Accountant and ensure related accounting duties are completed timely.
  3. Supervise the Grant Accountant and ensure related accounting duties of federal, state, and local grants are completed timely. 
  4. Ensure that the database of district capital assets is maintained and that assets are capitalized and depreciated in accordance with GASB 34.
  5. Present financial reports as needed.
  6. Prepare and complete monthly bank reconciliations within 45 days of month end, make appropriate adjustments to the general ledger, and submit for approval,
  7. Review monthly financial statements prepared for the Clear Creek ISD Education Foundation.
  8. Prepare report on the annual FIRST rating issued by the TEA.
  9. Prepare and maintain Financial Services Manual.
  10. Prepare and post budget adjustments and transfers as necessary.
  11. Coordinate both fiscal and calendar year-end procedures with accounts payable and payroll as related to general accounting functions. 
  12. Prepare journal entries as necessary.
  13. Communicate with budget managers as necessary.
  14. Prepare necessary audit schedules for the annual financial statement audit.
  15. Assist with the annual close of the general ledger.

  27. Work cooperatively with co-workers and supervisors to ensure that the goals of the school/department are met.
  28. Maintain a positive and professional tone in all communication (i.e. email, written, and verbal).
  29. Perform other duties and accept other responsibilities as assigned.
