Primary Purpose
Plan, organize, and coordinate the utility conservation program for the district. Ensure efficient and effective energy conservation and usage district wide. Ensure that the district guidelines and procedures related to utility conservation are followed throughout the district. Supervise and evaluate the performance of support staff assigned to the area of energy management.
Qualifications
Education
Bachelor’s degree or equivalent experience
Texas driver’s license and pass MVR driving record check - must meet eligibility requirements for CCISD motor vehicle insurance
Special Knowledge/Skills
Knowledge of utility conservation management program development and implementation
Ability to analyze and interpret data
Ability to implement Board of Trustees policy, procedures and data
Ability to read and interpret blueprints and schematics
Ability to conduct on-site inspections of all district facilities
Strong organizational, communication, and interpersonal skills
Working knowledge of Electrical and Mechanical equipment
Basic knowledge of energy control system operations
Knowledge of energy and utility industry
Energy Manager Certification preferred
Experience
Three to five years experience in utility conservation or closely related field
Major Responsibilities and Duties
Utility Conservation:
- Develop and coordinate district utility conservation program.
- Plan and conduct needs assessment for improvement of utility conservation procedures, equipment, and systems.
- Travel to district facilities regularly to inspect monitoring devices and utility usage.
- Set up energy monitoring devices in school facilities to plot energy usage and temperature changes during extended periods of time.
- Work cooperatively with building principals, department heads and facilities directors to review utility usage associated with extracurricular activities and reservations.
- Communicate utility conservation guidelines to the district.
- Coordinate energy conservation activities with local, state, and federal conservation groups.
- Pursue utility related grants.
- Responsible for district’s HVAC control and energy tracking computer system.
- Respond to occupant complaints concerning space comfort levels in a timely manner.
- Troubleshoot and perform major repairs to the existing electronic and electrical Control Systems to include Novar, Circon, and Andover, Watt Stopper, and Automated Logic controls on variable speed drives on air handling units.
- Operate all of the existing and varied energy management control systems in order to monitor and control all facilities space temperatures.
- Perform major reconstruction and adjustments to antiquated EM Systems until suitable replacements can be budgeted and updated.
- Write programmed code to operate HVAC systems and Physical Plant equipment in order to provide the best energy management while maintaining comfort in controlled spaces.
- Operate the energy management computer (24/7)
- Assist in development of energy tracking forms, to identify energy usage and savings.
- Assist in design and implementation of a new control strategies.
- Perform similar duties and responsibilities as required or assigned.
- Able to perform all Energy Technician III duties and manage their work as required.
- Participate as an effective team member who contributes to district, department, and content goals.
- Demonstrate integrity and ethics.
- Display proficient levels of technology applications.
- Utilize time wisely for effective management of job responsibilities.
- Maintain punctuality in daily work times, appointments, and meetings.
- Meet task completion deadlines established by supervisor.
- Maintain friendly customer-service-driven interactions with all stakeholders, students, teachers, administrators, and co-workers.
- Work cooperatively with co-workers and supervisors to ensure that the goals of the school/department are met.
- Maintain a positive and professional tone in all communication (i.e. email, written, and verbal).
- Perform other duties and accept other responsibilities as assigned by supervisors.
- Be available for after hour demands.
- Stay up-to-date professionally through the selection of quality staff development
- Research district policy, precedent, and current practices prior to taking action.
Policy, Reports and Law:
- Maintain physical and computerized files to document activities and information.
- Communicate, on a monthly basis, with campuses and departments regarding energy.
- Compile, maintain and file all physical and computerized reports, records, and other documents required.
Budget:
- Administer the utility conservation budget and ensure that programs are cost-effective and funds are managed wisely.
- Compile budget and cost estimates based upon documented program needs.
- Review and approve utility bills for payment.
Other:
- Attend professional growth activities to keep abreast of innovations in utility conservation.
- Complete applications for energy grants.
- Possess a valid Texas driver’s license.
- Acceptable driving record as defined by Clear Creek ISD.
- Perform other duties and accept other responsibilities as assigned.
Equipment Used
Personal computer, copier, printer and fax machine.
Working Conditions
Frequent district wide travel; occasional prolonged and irregular hours, work indoors and outdoors to conduct on-site inspections. Physical ability to climb on top of buildings and crawl under buildings. Maintain on-call status.
