Primary Purpose

Perform analyses for the Facility Services and other operational departments to assist in the improvement of departmental efficiency and to ensure compliance with departmental project, policy and reporting requirements. Assist the Director in emergency response and recovery efforts as required in the District’s Emergency Operations Plan.

 

Qualifications

Education/Certification

Bachelor’s Degree required (Accounting/Finance preferred).

Special Knowledge/Skills

Effective communication, customer service and interpersonal skills Strong organizational and file maintenance skills

Ability to multi-task and work with little supervision

Expertise in MS Windows, MS Excel, MS Word, and MS Outlook

Experience in database management software, facility scheduling software and accounting software applications

Proficient in budget maintenance, general accounting and reporting

Ability to maintain confidentiality

Bilingual preferred

Experience

At least 2 years of verifiable experience in accounting or a related field is required. Experience in school district construction accounting preferred

 

Major Responsibilities and Duties

  1. Assist in the preparation of monthly financial reports for facilities projects and bond/capital projects.
  2. Prepare project budgets for inclusion in Board Meeting agenda packets (combined with information assembled by Secretary to Facility Services – Facilities and Planning).
  3. Prepare and process account and budget request forms (coordinate with finance Department) to establish project accounts and budgets as well as to capture savings at the end of projects.
  4. Review and approve change proposal requests (CPRs) and allowance expenditure authorizations (AEAs).
  5. Conduct reviews of internal control processes and procedures for the Facility Services and other operational departments based upon board policies and guidance from the Director of Facility Services.
  6. Provide support to the external auditors during the audit of the capital projects funds and Federal and State programs applicable to disaster recovery programs.

  7. Process all financial transactions in accordance with established district financial policies and procedures.

  8. Generate financial reports as needed.

  9. Assist the Director of Facility with the Facility Condition Assessment, Facility Advisory and Bond Planning process.

  10. Plan and perform special finance projects as assigned by the Director of Facility Services.

  11. Oversee the contractor badging policies and procedures process. Obtain and maintain required DPS certifications and access.

  12. Attend all project planning meetings paying special attention to project budgets, specifications, warranties, scheduling issues and other information pertinent to the project close-out process.

  13. Oversee the close-out process including verification, organization and document management including but not limited to contracts, warranties, affidavits, operation and maintenance manuals, and other close-out documents.

  14. Create and maintain project management files (PMF) for all projects. Includes the monthly posting of all transactions from the District’s accounting software and approved allowance expenditures.

  15. Work with various department and campus staff to budget and spend bond and federal/state grant funds.

  16. Research district policy, precedent, and current practices prior to taking action.

  17. Perform other duties and accept other responsibilities as assigned by the Director of Facility Services.

  18. Stay up-to-date professionally through the selection of quality staff development opportunities for personal growth.
