Description

Primary Purpose

Provide a safe and effective environment for District students and staff through quality control implementation, review and analysis of project contract documentation during design and construction in accordance with District standards.

 

Qualifications

Education/Certification

Professional degree from an accredited college or university required

Bachelor’s degree in Architecture or Construction Science preferred or

degree in any other field plus a minimum of 5 years of experience in educational facility construction/design

Special Knowledge/Skills

Effective communication and interpersonal skills

Ability to maintain a good working relationship with architects, engineers, contractors, and district staff

Proficiency reading and interpreting technical drawings, specifications, contracts, and construction project related reports.

Extensive knowledge of architectural and engineering design, and construction management principles and practices.

Knowledge of building and infrastructure drawings and construction management procedures, contract management, and various inspection practices.

Understanding of building codes, ADA guidelines and other industry reference standards.

Exceptional organizational skills, and very detail oriented.

Proficient computer software skills, including but not limited to Microsoft Word, Excel, and PowerPoint

Experience

Experience in design and construction of school district facilities

Detailed knowledge of all District Facilities preferred

 

Major Responsibilities and Duties

Design Phase

  1. Review and analyze design and construction documents at milestone stages of project development for compliance with district criteria and standards.
  2. Evaluate design and documentation for conformity with district approved scope, budgets, and schedules.  Communicate variances as needed to the Director of Facility Services or other district staff as directed.
  3. Provide quality assurance and control of project design and documentation to insure conformance with policies, procedures, reporting formats, and systems with the District’s policies and procedures.
  4. Identify potential risks observed in the design documentation to help avoid potential future issues or added costs during construction.
  5. Review schematic design and programming criteria to ensure approved project requirements are included.
  6. Work closely with Project Managers to assist in monitoring and oversight of project deliverables and construction activities.
  7. Ensure compliance with the requirements of applicable front-end specification divisions and drawings.
  8. Monitor and confirm that district standards for drawings, specifications, design criteria, policy and procedures are adhered to by outside architects, consultants, engineers and contractors.
  9. Review specifications to ensure specified products and materials meet the approved district products/materials and report any deviations to the Director of Facility Services or other district staff as directed.
  10. Review all consultant proposals and contracts to ensure they address approved district contract language, scope, schedule, and fee budgets.
  11. Assist in monitoring design schedules, design budgets, progress and products specified for each project.
  12. Review contract documents and proposals prior to execution to ensure that the District’s Supplementary General Conditions are incorporated for each project.
  13. Review and compare general contractor proposals for accuracy and conformance of proposal forms and other submitted information with project General Conditions and Supplementary Conditions.
  14. Review Instruction to Bidders, Bid forms, Addendum lists, Allowances, Alternate lists, and any other project specifics are included in contractor proposals for construction.

  15. Review and confirm all contractor Bonds and Insurance submittals, liquidated damage assessments, and any specific Indemnification rules are addressed and meet the project requirements.

  16. Review and negotiate contract agreements for design consultants and general contractors for each project.

  17. Review construction phase documents to ensure compliance with contract terms and conditions, change order documentation, use of contingencies and other required construction documentation.

  18. Assist in monitoring and tracking Requests for Information, Submittals, Change Orders, Construction Change Directives, Change Proposal Requests, Allowance Expenditure Authorizations and any other project construction logs or open items to ensure that they are up to date and follow project requirements.

  19. Assist in monitoring and tracking to ensure that project close-out documents, warranties, and lien releases are obtained from the contractor according to the project requirements.

  20. Provide oversight of district quality control and assurance requirements and develop improvements to the quality control and assurance process to ensure quality construction projects.

  21. Oversee the Board Agenda tracking form and background submission process and ensure timely submittal of accurate information to the Board of Trustees.
