Primary Purpose

 

Financial manager that performs financial management duties and supervision to the Technology Services Department’s financial positions. E-Rate specialist that oversees the districts e-rate process.

 

Qualifications

 

Education/Certification/Licensure

Bachelor’s degree in accounting, finance or another related field

 

Special Knowledge/Skills

Strong communication, public relations and interpersonal skills

Ability to use a personal computer and software to develop spreadsheets, perform data   analysis and word processing

Ability to interpret policy, procedures, and data

Ability to manage projects

               

Experience

One (1) year financial management

                     

Major Responsibilities and Duties

  1. Monitor and audit all Technology funds as required by department, district, state and federal regulations.
  2. Work with the Technology leadership to understand projects scope and financial charges to anticipate potential budget shortfalls or savings.
  3. Prepare and report real-time and monthly financial information and report bond/capital projects including funds that have been designated or encumbered for individual projects.
  4. Prepare and report actual financial results of the Technology program to the Chief Technology Officer.
  5. Assist in the administration of the Technology hardware and software maintenance contracts.
  6. Track all Technology hardware and software maintenance contracts renewals to provide timely execution and avoid any lack of service periods.
  7. Manage architect and professional service contracts and ensure timely payments.
  8. Supervise the management of the Technology financial filing system to ensure that records of all financial transactions are supported and easily accessible for reporting and
  9. audit purposes.
  10. Provide support to the external auditors during the audit of the Technology department.
  11. Act as a key liaison with the finance and purchasing departments to ensure the Technology funds are properly budgeted, controlled and monitored.
  12. Oversee the requisition and payment processed for the Technology funds as needed.
  13. Coordinate year-end procedures with accounts payable as it relates to Technology funds.
  14. Assist Chief Technology Officer in preparation of department budget.
  15. Review financial statements for the Technology department on a monthly basis.
  16. Coordinate training for the Technology department regarding financial matters.
  17. Oversee the process for procurement, receiving, inventory and delivery for the technology department.
  18. Oversee E-Rate application process to insure all forms are filed in accordance with the e-Rate calendar.
  19. Provide support to external E-Rate consultant.
  20. Prepare and report E-Rate status to the Chief Technology Officer.
  21. Research potential E-Rate fundable services for new and existing projects.
  22. Ensure the district is in compliance with the USAC’s Schools and Library Division for E-Rate funding.
