Primary Purpose

 

Direct and manage the district’s maintenance and custodial operations; maintain physical school plant in a condition of operating excellence; provide students with a physical learning environment that is safe, clean, attractive, and functional. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

 

Qualifications

 

Education/Certification/Licensure

Bachelor’s degree in business, facility management, engineering, or a related field preferred

High school diploma or GED required

 

Special Knowledge/Skills

Strong leadership and team management skills

Excellent communication and problem-solving skills

Comprehensive knowledge of building systems, equipment, and maintenance/custodial best practices

Working knowledge of cleaning industry work-loading and staffing standards

In-depth understanding of safety and environmental regulations

Ability to work under pressure and handle emergency situations

Ability to implement policy and procedures

Working knowledge of applicable software applications

Bilingual skills preferred

 

Experience

Minimum of 5 years of experience in maintenance supervision/management required

Five (5) years of senior management experience at large organizations with significant numbers of facilities preferred

Experience managing multimillion-dollar budgets

 

Major Responsibilities and Duties

 

  1. Direct and oversee the effective maintenance, repair and custodial operations for all district facilities and properties.
  2. Receive and process wok orders for repair and maintenance of buildings and grounds.
  3. Direct and oversee the development and maintenance of written departmental procedures for the maintenance, repair and custodial operations for all district buildings and equipment.
  4. Prepare plans and specifications for contracted repair and preventative maintenance of all district facilities and coordinate with the purchasing department for bids.
  5. Maintain and update the Long-Range Facility Master Plan with the Director of Facility Services.
  6. Develop yearly work schedules for implementation of applicable portions of the Long-Range Facility Master Plan.
  7. Implement federal and state law, State Board of Education rules, and local board policy as they pertain to maintenance and operations.
  8. Compile, maintain, and file all physical and computerized reports, records, and other documents required in maintenance area.
  9. Oversee the preparation and maintenance of all data necessary to process department payroll.
  10. Administer maintenance budget and ensure that programs are cost-effective and that funds are managed prudently.
  11. Compile budgets and cost estimates based on documented program needs.
  12. Oversee proper planning and maintenance of necessary inventory and stock control program for equipment and supplies.
  13. Initiate purchase orders and bids in accordance with budgetary limitations and district policies.
  14. Maintain a current inventory of supplies and parts to avoid delay when reordering.
  15. Approve and forward maintenance department invoices and purchase orders.
  16. Recommend disposal of obsolete equipment and purchase replacement equipment when necessary.
  17. Assign work to maintenance personnel and oversee timely and effective completion.
  18. Prepare, review, and revise job descriptions in maintenance and operations department.
  19. Evaluate job performance of employees to ensure effectiveness.
  20. Recruit, train, and supervise maintenance and operations personnel, and make sound recommendations about personnel placement, transfer, retention, and dismissal.
  21. Maintain safety standards in compliance with federal, state, and insurance regulations and develop a program of preventive safety.
  22. Ensure that equipment is maintained in optimal operational condition.
  23. Perform disaster recovery response and coordination when needed.
  24. Respond to after-hours emergencies as needed.
  25. Identify and encourage employees who possess leadership qualities and potential.
  26. Manage and utilize data effectively to support systemic process and program analysis
  27. Manage and utilize policy effectively for maintaining systemic processes and practices.
