Primary Purpose

The Assistant Director of PEIMS works closely with the Director of Information Management Systems on the district-wide efforts toward achieving a culture of data quality accuracy, innovation, and automation as it relates to the development, maintenance, and compliance of state requirements for collecting, processing, and transmitting student, staff and financial data through the Public Education Information Management System (PEIMS) and Texas Student Data System (TSDS).  Lead and/or conduct training of campus and district personnel and to provide support in other district data collection and reporting activities.  This position requires a strong background in data management and a deep understanding of education data collection and reporting requirements in the state of Texas. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

 
Qualifications
Education/Certification/Licensure

Bachelor’s degree or higher in information technology, business, education, or related field

Must pass Clear Creek ISD drug and alcohol abuse standards

Must pass criminal history and MVR driving record checks as required by Clear Creek ISD

Special Knowledge/Skills

Knowledge of Texas public school PEIMS guidelines and TSDS

Knowledge of TEA Data Standards and Student Attendance Accounting Handbook (SAAH)

Skill in interpreting and implementing the application of law and regulations pertaining to collecting and reporting school district data and understand data in XML format

Skill in supervising and training support staff assigned

Skill in Windows operating systems along with district standard software packages such as MS Office (Word, Excel, PowerPoint) and web-based data management systems

Skill in managing and coordinating staff, team building, operations, projects, and budgets on a large scale.

Skill in presenting information and training a variety of stakeholders and communicating effectively with diverse groups, both verbally and written, technical and complex data and concepts that includes public, policy makers, school administrators, teachers, parents, students, and other measurement professionals utilizing professionalism and poise

Skill in organizing/interpreting/analyzing data and applying concepts to resolve problems and develop solutions

Basic knowledge of Report Writing with the ability to extract and combine data and information from various sources and combine into usable formats

Effective verbal and written communication, interpersonal and telephone etiquette skills

 

Experience

Five years' experience working with PEIMS/TSDS data in a campus administrator or district level capacity

Experience with enterprises systems and student information systems, (SIS Skyward preferred)

Project and functional management experience coordinating multiple projects on a large scale

 
Major Responsibilities and Duties

  1. Submit complete and accurate PEIMS/TSDS data in Texas Education Agency (TEA)-prescribed format to Education Service Center (ESC) and TEA in a timely manner.
  2. Manage team responsible for PEIMS support associates with related systems platform applications, projects, daily workflow activities, data quality training and records.
  3. Establish timelines and distribute calendar of events of PEIMS related deadlines for PEIMS submissions, capturing, processing, verifying, and reporting data to TEA.
  4. Attend all regional PEIMS workshops and disseminating information to Clear Creek ISD staff.
  5. Plan/coordinate with the IMS Team to implement and maintain the training of appropriate staff:
    • Disseminating PEIMS related information received from TEA and the Regional Education Service Center to other staff.
    • Provide training and support to IMS staff, campuses, and business personnel office staff responsible for processing PEIMS data.
    • Communicating effectively with attendance clerks and data specialists.
    • Disseminating the current Attendance Accounting Handbook and serving as support for district questions concerning the district attendance eligibility and accounting procedures.
  6. Plan/coordinate with the IMS Team to implement and maintain the collection of PEIMS data elements:
    • Manage the district-wide data collection and report generation required for state funding; ensure timely and accurate reporting to the Public Education Information Management System.
    • Lead campus audits, meetings, training sessions, and mailings as required.
    • Administer the district-wide activities for collection, management, and dissemination of data.
    • Coordinate and collaborate with the IMS Team on the collection, integration, and formatting of all data required for PEIMS submission according to the data standards.
    • Work cooperatively with campus, business office, and personnel office staff to collect, organize, and format data required for submitting district PEIMS.
  7. Plan/coordinate with the IMS Team to implement and maintain the verification of PEIMS data elements by:
    • Ensuring effective integration between and among vertical and horizontal systems for assigned programs or teams to enhance customer satisfaction.
    • Visiting campuses as required to promote positive relationships between the campus personnel and the PEIMS department.
    • Verifying data submitted to TEA with the IMS Team and submit corrections in a timely manner.
    • Performing data analysis as required for edit reports.
    • Running edit reports and verification checks on data to ensure accuracy of information.
    • Distributing edit reports to appropriate staff for analysis, verification and corrections.
    • Coordinating and analyzing with the IMS Team the district’s discipline data and updating personnel on current and new discipline codes.
  8. Plan/coordinate with the IMS Team to implement and maintain the submission of PEIMS data elements by:
    • Compiling, maintaining, and filing all physical and computerized reports, records, and other documents required.
    • Submitting complete and accurate PEIMS data in Texas Education Agency prescribed format to education service centers for processing.
  9. Lead the IMS Team in the completion of all federal, state and local reporting requests including, but not limited to, Office of Civil Rights, Texas Education Agency, Office of the County Auditor, and Department of Human Services.
  10. Run edits, reports, and verification checks on data to ensure accuracy of information.
  11. Distribute edits and reports to appropriate staff for analysis, verification, and correction.
  12. Collaborate with district and department leadership in improving systems associated with the PEIMS/TSDS data collection and reporting process.
  13. Update annually procedures manuals.
  14. Investigate, implement, or develop tools for monitoring performance of District information systems.
